Board Composition: | The Capital Improvements Advisory Committee is comprised of 11 Members: 10 District Appointed Members appointed by their respective Councilmembers and one (1) Member representing the Extra-Territorial Jurisdiction (ETJ). Members serve overlapping two-year terms of office.

Mission/Purpose: | The purpose of the Committee is to advise and assist in the implementation of the impact fee process pursuant to Chapter 395 of the Local Government Code which established a method for municipalities to use to impose impact fees for recouping the cost of off-site capital improvements necessitated by new development. The Committee is responsible for making recommendations to the City Council on the adoption of Land Use Assumptions and Capital Improvements Plans, and on the imposition and recalculation of impact fees.

Meeting Schedule & Location: | The Committee meets as needed. Meetings are usually held on Wednesday mornings at 9:00 AM at the San Antonio Water System (SAWS) Headquarters located at 2800 US Highway 281 North. Meeting dates, times, room locations may vary. During years when the impact fee is not being updated meetings are held biannually. |
